Afghanistan 🇦🇫Iran has intensified its attacks against U.S. forces in Iraq and Syria in recent days, demonstrating its ability to sustain a high tempo of operations despite ongoing U.S. and coalition responses. Iranian proxies have launched at least 11 attacks against U.S. forces since April 17, 2024, and have employed drones, missiles, and rockets. These attacks represent a significant escalation of Iranian activity compared to the period between October 17, 2023, and April 16, 2024, when approximately 30 attacks were conducted over a six-month period. However, the increased frequency of attacks does not necessarily reflect a change in Iranian strategy, which remains focused on deterring U.S. intervention in Gaza and signaling Iran’s ability to inflict costs on the United States should it choose to act.
Iranian leaders likely calculated that the attacks would not trigger a large-scale U.S. response, given Washington’s stated desire to avoid escalating the conflict into a wider regional war. This calculation appears to have been correct, as U.S. responses have been measured and targeted at proxies and infrastructure.
However, Iran's increased attacks risk prompting a more forceful U.S. response. U.S. Central Command (CENTCOM) released a statement on April 23, 2024, warning Iran that it would respond to further attacks. This statement suggests that U.S. officials are increasingly concerned about Iran’s behavior and are signaling a willingness to escalate.
Iran’s actions also risk prompting retaliatory strikes by U.S. allies in the region. Israel, for example, has repeatedly attacked Iranian targets in Syria. An escalation of Iranian attacks could lead to a cycle of escalation, increasing the risk of a wider regional conflict.
The timing of Iran's increased attacks is significant. They coincide with heightened tensions surrounding Iran’s nuclear program and Iran’s support for Hamas in Gaza. Iran likely believes that a U.S. response to its attacks would be detrimental to its interests, particularly given the ongoing negotiations regarding Iran’s nuclear program.
Iran’s attacks are likely intended to send a message to the United States: that Iran will not tolerate U.S. intervention in Gaza or actions that it perceives as threatening to its interests. Iran is also likely seeking to demonstrate its ability to inflict costs on the United States, thereby deterring future U.S. action. However, Iran's actions also carry significant risks, including the possibility of a more forceful U.S. response and a wider regional conflict.
