Can internet child safety laws be harmful overall?

I wonder how much money goes into funding those servers and computers that are used to surveil on all the electronic communication of all u.s.a residents. How many school lunches, life saving medical interventions, and public housing units could have been funded instead?

I made a plea right after this post to fund fediverse development and infrastructure, but, after, I could not shake the idea about how many developers and admins are based in the U.S. State laws like the one I mention in the post I am quoting. Laws which I believe could very well spell the end of small community owned servers in the U.S.A. if upheld in courts. Internet Id laws come in many forms and are touted, pushed, and implemented in both parties. Republican party legislation can often be more expansive in the form of gating off almost of all of the internet at this moment, but democratic party implements and push for porn id laws that can also be too much of a burden for u.s.a fedi admins and too much documentation that most U.S.A. fedizens would be willing to provide. Democratic party probably also won't just stop at porn. https://mastodon.laurenweinstein.org/ often talks about how he has heard that democratic party politicians and aligned powerful political organizations want more expansive internet id laws beyond the scope of just pornography.

The only party organization that I have come across with a more nuanced view of the internet with a platform that could garner any significant public support outside of digital human rights is D.S.A and I don't know nearly enough about intraparty politics, at the moment, to have much hope or trust in them.
