2. Intentions vs. Agency
"People... realize that beliefs are disconnected from behavior. Their intentions are disconnected from their agency."
A human being working within a military or state apparatus might have good intentions, or believe they are a moral person. But their agency (their actual power to act) has been completely swallowed by the system. They are just a cog pushing a button because a software dashboard told them to.
