âInspect this, missâ: Swansea headteacher banned after decade of predatory behaviour
A married fatherâofâtwo who once ran a Swansea primary school has been banned from teaching for 15 years after a misconduct panel heard how he repeatedly exposed himself to female staff, showed them explicit images, and even flashed colleagues on a school trip.
James âJamieâ Richards, head of Cadle Primary School in Ravenhill from 2011 to 2021, was described as âharassing, abusive and predatoryâ by the Education Workforce Council (EWC) after five women gave harrowing evidence of his behaviour.
Shock allegations
The hearing was told Richards would lure staff into his office under the pretence of meetings or paperwork, only for them to be confronted with him standing semiânaked, trousers down, smirking as he exposed himself.
One teacher recalled being summoned to collect a form, only to walk in and find him with his penis erect. Another said he propped a pair of glasses on himself and laughed âgoofilyâ after exposing himself.
On a residential school trip, Richards allegedly turned a routine room inspection into a grotesque stunt, telling a colleague: âInspect this, missâ as he revealed himself.
Staff described being shown âd*** picsâ on his phone, explicit slides during presentations, and even a video of him caressing himself on his laptop. One colleague said she was trapped in his office while he played the footage, watching her reaction as she sat in shock.
Victims left traumatised
Witnesses told the panel they were left âshocked, numb and frightenedâ but feared reporting him because Richards was popular, wellâliked, and portrayed himself as a devoted family man.
One woman said she felt âworthlessâ and âawfulâ when people refused to believe her account. Another described being panicked and desperate to leave the room after being shown explicit images.
Several said they felt silenced when South Wales Police decided there was no criminal case to answer in 2021, despite the catalogue of allegations. One victim said: âHe got away with it. We were left traumatised, silenced, and made to feel worthless.â

Excuses and investigations
Richards never attended the hearing, claiming ill health prevented him from being interviewed. But Swansea Councilâs fraud team filmed him playing golf while on sick leave, undermining his excuses.
He had resigned from his post during an internal investigation in 2021, after being suspended. He was formally dismissed in 2024.
The panel heard he failed to return a school laptop, which he allegedly used to store naked images of himself.
Panelâs verdict
Panel chair Sue Davies said Richardsâ behaviour was âovertly sexual in natureâ and driven by a desire for gratification and the reaction of colleagues. She ruled he cannot apply for reinstatement until at least November 2040.
She added: âMr Richards was dishonest and selfâserving. This was deeply entrenched behaviour which represents a risk to young women and colleagues.â
The EWC presenting officer said Richards had abused his position of trust and targeted women who feared they would not be believed.

What happens next
Richards has the right to appeal the decision to the High Court within 28 days, but unless overturned he will remain barred from teaching until at least 2040.
The case has raised questions about how allegations of misconduct are handled, with victims saying they felt let down by both the school and police.

Baglan man jailed after indecently exposing himself in public
50-year-old Scott Thomas, from Baglan, flashed his genitals and backside towards passers-by as he walked along Dunraven Street, Aberavon at around 7am on Friday, July 18.
Thomas immediately admitted the offence upon arrest.
He has been sentenced to 26 weeks in prison. He will be required to register with the police in accordance with the Sexual Offences Act 2003 for a period of seven years.
PC Rachael Travers said:
âScott Thomasâs actions were completely unacceptable and will have caused alarm to those who saw him in Dunraven Street, especially at that time of morning.
âHe will have known the likely consequences of what he was doing. Those consequences are now a reality for him.â

Mount Pleasant man jailed for masturbating at Swansea bus station in âfilthy behaviourâ
43-year-old Mark Jones, from Mount Pleasant, has been jailed after indecently exposing himself and performing a sexual act at the cityâs bus station.
Swansea Crown Court heard that Jones committed the offence shortly after 1:30am on February 1 this year, in full view of passing members of public. He refused to leave when confronted by security staff.
Jones fled the scene upon the arrival of police but was soon arrested nearby. He told officers he would continue to enact the same behaviour if he was released.
He has 19 previous convictions for 32 offences including indecent assaults of children and multiple exposures and outraging public decency.
Judge Huw Rees sentenced Jones to six months in prison for his âfilthy behaviourâ at the bus station, warning him that further offences would see increasingly lengthy custodial sentences.
Sergeant Mark Bateman from South Wales Police said: âThe behaviour shown by Mark Jones is completely unacceptable and the public should not have to witness these acts as they go about their daily business.
âThis is by no means the first time that Mark has committed an offence of this nature. We hope that there is a way of finally bringing him to change his ways.â

Police increase Singleton Park presence after flasher strikes twice
The incidents took place at the Sketty Hall side of the park, which is near Bishop Gore comprehensive school.
The unidentified man reportedly ran off after exposing himself, before police arrived.
Police say their enquiries are ongoing in efforts to identify the man
A spokesperson for South Wales Police said: âWe have received two reports in recent weeks of indecent exposure involving a man at the Sketty Hall side of Singleton Park. The most recent report was received on Saturday, March 22.
âEnquiries are currently ongoing to identify the man, who has departed the scene prior to officersâ arrival. There will be an increased policing presence in the area while this investigation is taking place. Anyone who witnesses such behaviour should report it to 101. Always call 999 in an emergency.â
