D'après ce que j'ai pu comprendre (image 2, source :https://crsreports.congress.gov/product/pdf/r/r42095), la peine capitale n'est prononcé que contre des crimes capitaux, essentiellement des meurtres. Mais on peut aussi la prononcer pour traîtrise, espionnage ou liens avec les cartels.
Et ça c'est tout de suite plus souple comme législation...
