Does iOS Photos Album “share -> Copy iCloud Link” ever work?

any ideas how I can open / import / convert an newer Apple Photos library from Monterey to be used with an older version of Photos on Mojave

or ...are there any apps / programmes that can open or extract the images complete with timeline data?

and any recommendation for alternatives to Photos
