Federal prosecutors allege that Michael Hart, 58, of San Diego, purchased the gases in #Mexico & transported them across the border in the back of his truck, concealed under a tarp & tools. He then allegedly sold them online, including on sites such as #Facebook Marketplace & #OfferUp.

"Ramesh, who goes by one name, says he borrowed $35 – nearly half of his monthly salary – from relatives to buy a second-hand air conditioner for his home.

"'It makes a noise, sometimes it releases dust,' he said. But he cannot do without it.

By 2050, India will be among the first places where temperatures will cross survivability limits, according to #climate experts. And within that time frame, the demand for #AirConditioners (AC) in the country is also expected to rise nine-fold, outpacing all other appliances, according to a recent report by the International Energy Agency (IEA).

"Ramesh’s predicament encapsulates the paradox facing the world’s most populous country of 1.4 billion: The hotter and wealthier India gets, the more Indians will use AC. And the more they use AC, the hotter the country will become.

"Like refrigerators, many air conditioners today use a class of coolants called #hydrofluorocarbons, or #HFCs, which are harmful #GreenhouseGases. And even more problematically, air conditioners tend to use large amounts of electricity, generated by the burning of #FossilFuels."

The Environmental Protection Agency is enforcing stricter limits on hydrofluorocarbons, highly potent greenhouse gases used in refrigerators and air conditioners that contribute to global warming. A rule announced Tuesday will impose a 40% reduction in HFCs below historic levels starting next year, part of a global phaseout designed to slow climate change. The rule aligns with a 2020 law that calls for an 85% reduction in production and use of the climate-damaging chemicals by 2036. More than 130 countries, including the United States, have signed a 2016 global agreement to greatly reduce use and production of HFCs, which produce greenhouse gases thousands of times more powerful than carbon dioxide.
