University managers seem to be stuck in a weird superposition of opposing philosophies.

They seem to see staff in a very Hobbesian way, with the need to create a system of control and penalisation, while seeing students like Rousseau - noble individuals who want to learn out of their own intrinsic motivation, so we can do away with rigorous assessment.
