EDIT: That "fast beacom" may be more than just a beacon. It has some features to it that are more than just the beeps, some tones appear in the spaces between the beeps. I don't see any good explanation on the web yet but I do think it is military.
I'm not 100% familiar with the frequency of "Sky King" Emergency Action Messages but it seems like they're going crazy today. The one I'm currently listening to, "invictus," sounds suspiciously like it's from an airborne source given the high frequency hum and people talking in the background. I heard at least one "shit."
If this is Radio Republica broadcasting to Cuba from Issoudun in France on 9.49 MHz AM, they have a transmitter problem I can only describe as "WTF that sounds evil."

Just remember folks, governments gave hams the entire shortwave band because they thought it was useless. Hams figured out how to use it to reach around the world. Governments stole it back in order to wage war.
Another Military ECCM HF FHSS signal. This one is really wide and seems to invade into the 31-meter broadcast band.
I had a feeling I knew what this was but I just confirmed it. Military Electronic Counter-Counter Measure (ECCM) Frequency Hopping Spread Spectrum. I don't know if anyone has noticed lately but the lower HF bands are filled up with this crap right now. Even some appear to cross an entire band and overlap everything else. I'm picking this up in North America.
