In 1994 #UK #USA and #Russia signed the #Budapest Memorandum that had a written security commitment or #guarantee to #Ukraine The main points were:
Respect Ukraine’s sovereignty and borders. 
No threats or military force against Ukraine’s territory. 
UN Security Council action if Ukraine faces nuclear aggression. 
No economic coercion against Ukraine. 
#Putler violated it in 2014. The response was no military intervention. Contracts are meaningless to #dictators.
