The Chinese scam and cyber mafia continues to be active throughout Southeast Asia and is not deterred by draconian penalties. Anyone extradited to China faces the death penalty. But there is probably too much money at stake for these people to be deterred.
The rampant corruption in some countries probably also gives them the feeling of being untouchable.
