Verisof said the derelict Imperial cruiser was vastly more powerful than anything Anacreon possessed, and restoring it would dramatically increase the kingdom's military strength. Hardin dismissed the concern. Anacreon already had enough force to overwhelm Terminus if military power were the deciding factor. The cruiser's strength was irrelevant. Verisof urged the mayor to confront Anacreon before the political situation worsened. Hardin rejected this, as acting too soon would disrupt the course of events accounted for by Seldon's Plan.
#IsaacAsimov #Foundation 33 Poly Verisof returned secretly to Terminus, traveling in ordinary civilian clothing under an assumed name. The ambassador's report was troubling. Real power on Anacreon lay not with the young King Lepold but with his uncle, Prince Regent Wienis. Although Lepold was due to come of age within a year, Verisof doubted he would survive that long. The king's father had died under suspicious circumstances during a hunting accident. Earlier attempts to tax Temple property had provoked fierce resistance from the priesthood, forcing Wienis to retreat, but his hostility toward the Foundation remained unchanged. Anacreon possessed a powerful navy inherited from the previous king, and Wienis had continued to expand its military strength. Despite the economic burden, public opposition remained limited because the priesthood consistently preached obedience to established authority.

The kingdoms had initially regarded advanced technology as magic, and religious forms had been the easiest means of securing acceptance. Sermak warned that a sufficiently talented individual might penetrate the religious facade, master the underlying science, and free the kingdoms from dependence on Terminus. Hardin dismissed the possibility. The most promising students from the kingdoms were brought to Terminus for training. Scientific civilization, he argued, could not be rebuilt from a handful of technicians and rituals. He then ended the debate by calmly informing the delegation that the government remained confident in its policies.

Hardin explained that many had wanted to resist by force. Such a course would have been politically popular, but he regarded it as the worst possible response. Hardin explained that he had resolved the Anacreon crisis without fighting. Rather than resist the occupation directly, he persuaded the three other kingdoms that allowing Anacreon to seize the Foundation's nuclear knowledge would threaten their own independence. Faced with a joint ultimatum from its neighbors, Anacreon withdrew its forces from Terminus within a month. To maintain the balance, Hardin deliberately cultivated all four states, providing scientific assistance, trade, education, and medicine. By making Terminus more valuable as a source of knowledge and prosperity than as a conquest, he had preserved the peace for three decades.

Sermak argued that by supplying nuclear power, maintaining infrastructure, and even servicing the kingdoms' warships, Terminus had strengthened its potential enemies while receiving only temporary security in return. Hardin listened carefully. Beneath Sermak's confidence, he recognized the voice of a substantial portion of the population, many of whom believed the government had left the Foundation vulnerable in its pursuit of a larger strategy. Hardin responded by directing Sermak's attention to a framed motto on his office wall: "Violence is the last refuge of the incompetent." Hardin reminded him that for fifty years Terminus had pursued the Encyclopedia Project without understanding Seldon's true purpose. By the time contact with the Empire failed, the Foundation found itself isolated, and surrounded by hostile neighbors.
