You have to assume a lot of this stuff is happening when we're mostly past the age of scarcity – as the saying goes, "money is a sign of poverty" – and humankind can do just do stuff for the hell of it. Of course, I watch Isaac Arthur on #YouTube, so I have a lot of exposure to megastructures and ultra-tech (yet physics-respecting) stuff.
I do admit, though, that I simply like the idea of towns or cities that float by means of lifting gas instead of antigravity. I envision a Gaia University aerostat town floating around Earth, a less war-inspired affair than the windrider town in Eric Vinicoff's Maiden Flight or the the aerostat military base in Poul Anderson's Orion Shall Rise.
