"Oggi - ha detto Andrea Cafà, presidente del Fondo interprofessionale Fonarcom e dell'Associazione di imprese Cifa Italia - abbiamo parlato della flessibilità come un valore. La flessibilità è importante per la gente e per il lavoratore, però deve stare all'interno di un determinato perimetro. Fuori da questo perimetro la flessibilità rischia di creare precariato. Rispetto al precariato io penso che il ruolo della bilateralità sia fondamentale, perché solo attraverso la bilateralità possiamo costruire quelle infrastrutture di protezione sociale che possano da un lato permettere la flessibilità alle aziende e dall'altro il tutele che il lavoratore merita. Quindi la bilateralità potrebbe generare dei voucher per coloro che si trovano in uno stato di uscita dal rapporto di lavoro flessibile".

Flexibility is important for people and workers, but it must be within a certain perimeter. Outside of this perimeter, flexibility risks creating precariousness. Compared to precariousness, I believe that the role of bipartite agreements [bilateralism] is fundamental, because only through bipartite agreements can we build the social protection infrastructure that on the one hand allows flexibility for companies and on the other provides the worker with the protection they deserve. Therefore, bipartite agreements could generate vouchers for those who find themselves in a state of exit from flexible employment relationships.”
