If Implementing Acts don’t support education (W3C-VCDM, accreditation, lifecycle), sector will issue credentials OUTSIDE the wallet.

Alternatives exist: Europass, Open Badges, EBSI ecosystems.

EUDIW becomes ID-only = limited adoption. Skills Agenda loses infrastructure.

Technical solution works. Policy alignment is the question.
