Pretty sure he thinks he can build it out as basically a luxury prepper bunker, a dictator's fortress he can hole up in to resist removal when his term ends.

Let's be real, he'll resist & try to hole up anyway - but even if he wasn't the world's dumbest person in charge of the most incompetent group of assholes on the planet, building anything like what he envisions in just 3 years is so insanely ambitious as a building project as to be functionally impossible.
