Together with increasing its military spending, Europe should also increase its foreign aid spending. Filling the worldwide power vacuum left by the demolition of USAID with EU's soft power is one of these classic cases of #EnlightenedSelfInterest where the Right Thing is also the Profitable Thing, so this should really not be a complicated question at all.
