Zambia has launched construction of a USD1.1bn oil refinery in Ndola, a major industrial and mining hub in Copperbelt province, near the border with the Democratic Republic of Congo (Ecofin Agency, 14/04/2026). The project will be developed by the Zambia Petrochemical Energy Company (ZPEC), a joint venture between China’s Fujian Xiang Xin Corporation and the Industrial Development Corporation (IDC).

Japan has released its National GHG Emissions and Removals for 2024, announcing that the country’s GHG emissions reached 994 MtCO2 in 2024, representing a decrease of 1.9% (18.8 MtCO2) compared to 2023, and a 28.7% (399.5 MtCO2) decrease compared to 2013 (Japanese government press release, 14/04/2026).

The Indian state of Andhra Pradesh has announced its plans to install 3 GWh of new BESS capacity to strengthen grid reliability and support the integration of renewables (India Times, 13/04/2026). The government aims to launch the call for bidders soon, expecting to develop its plan in phases, with the installation of an initial capacity of 1 GWh projected by January 2027.

The German government has announced an emergency energy package in response to increasing fuel prices due to the US-Iran conflict (Euronews, 13/04/2026). The package will be financed with tax cuts for gasoline and diesel for two months, reducing taxes by about EUR17c/l (USD20c/l). Petrol prices have topped EUR2/l (USD2.4/l) for both diesel and petrol in some parts of Germany.
