«L'Italia invecchia. Lo dicono i numeri — un tasso di natalità ai minimi storici, una quota crescente di over 65, intere aree del Paese dove i servizi di prossimità si rarefanno mentre i bisogni si moltiplicano. Ma dietro i numeri c'è qualcosa di più profondo: una trasformazione del tessuto sociale che cambia radicalmente il volto della domanda di cura. Non si tratta più solo di garantire prestazioni sanitarie: si tratta di rispondere a solitudini strutturali, a fragilità che non hanno diagnosi ma pesano quanto una malattia, a famiglie che reggono carichi di cura senza reti di supporto adeguate».
A fare il quadro della situazione è Marco Marcocci (Vice Presidente Confcooperative nazionale), che nell'ottica di avvicinamento all'8ª edizione del Festival Nazionale dell'Economia Civile, spiega come «in questo scenario, il modello tradizionale di welfare — verticale, prestazionale, ospedalocentrico — mostra tutti i suoi limiti. La risposta non può venire solo dall'alto. Deve nascere nei territori, nelle comunità, negli spazi di vita quotidiana delle persone. È qui che si apre la grande sfida della salute di prossimità: un welfare che si avvicina, che anticipa, che accompagna. Un welfare che l'economia civile non si limita a teorizzare, ma pratica ogni giorno. Confcooperative rappresenta una parte significativa di questo mondo: le cooperative sociali che assistono anziani e persone fragili, le cooperative sanitarie di medici e infermieri che scelgono la forma cooperativa per restituire alla cura il suo senso più autentico, le società di mutuo soccorso che affondano le radici nella storia più profonda della solidarietà organizzata e che oggi tornano di straordinaria attualità. Soggetti diversi, uniti da una stessa visione: la persona al centro, il territorio come contesto, la comunità come risorsa».
Questi saranno alcuni dei temi al centro dell'8ª edizione del FNEC «ed è per questo – spiega Marcocci – che Confcooperative sostiene con convinzione il Festival Nazionale dell'Economia Civile. Il FNEC non è una vetrina: è un luogo di costruzione collettiva, dove visione e azione si incontrano. In questa ottava edizione vogliamo portare la voce di queste realtà e dei territori che servono, per dire con chiarezza che il futuro del welfare italiano — equo, sostenibile, vicino alle persone — si costruisce a partire dalla comunità».

Italy is aging. The numbers say so — a record-low birth rate, a growing proportion of over 65s, entire areas of the country where local services are dwindling while needs multiply. But behind the numbers is something deeper: a transformation of social fabric that radically changes the face of care demand. It’s no longer just about guaranteeing healthcare benefits; it’s about responding to structural loneliness, fragility that doesn’t have a diagnosis but weighs as heavily as a disease, and families who bear the burden of care without adequate support networks.
Marco Marcocci (Vice President of Confcooperative nationally), speaking in the context of approaching the 8th edition of the National Festival of the Civil Economy, explains how “in this scenario, the traditional welfare model — vertical, performance-based, hospital-centric — shows all its limitations. The response cannot come solely from the top. It must be born in the territories, in communities, in people’s everyday spaces. It is here that the great challenge of proximity healthcare opens up: a welfare system that gets closer, anticipates, and accompanies. A welfare system that the civil economy doesn’t just theorize, but practices every day. Confcooperative represents a significant part of this world: social cooperatives that assist the elderly and vulnerable, healthcare cooperatives of doctors and nurses who choose the cooperative form to return care to its most authentic sense, mutual aid societies that take root in the deepest history of organized solidarity and that today return to extraordinary relevance. Different subjects, united by the same vision: the person at the center, the territory as context, the community as a resource.”
These will be some of the themes at the center of the 8th edition of the FNEC (“ed è per questo – explains Marcocci – that Confcooperative strongly supports the National Festival of the Civil Economy”). The FNEC is not a showcase: it is a place of collective construction, where vision and action meet. In this eighth edition, we want to give a voice to these realities and the territories they serve, to say clearly that the future of Italian welfare — equitable, sustainable, close to people — is built from the community.”
