🧩Inclusion does not stop at who is invited into the room.

Sortition and democratic lotteries, when done right, can help assemble a representative group for deliberation. But presence alone does not guarantee equal participation. Differences in social background, education, and communication norms shape who speaks, who hesitates, and whose ideas carry weight.

☝️Design choices matter. Inclusive deliberation depends on creating conditions where everyone feels able and encouraged to contribute.

📗Including the Underrepresented offers practical guidance on both the recruitment and deliberation phase, with examples that work across different budgets and institutional contexts.
