Is this a deliberate thing?

Grocery chains putting an item on special on the day of their specials changes then no more than 5 minutes later listing the item as "Not available". I've seen coles do this numerous times and now witnessed woolies do it too..

Seems to be so they can "say" they have things on special without actually having to sell anything at a discounted price or lose money. That's dishonest conduct to me.
