The policy reduces travel delays by 1.16 million hours and cuts CO2 emissions by over 42,000 tonnes annually. Distributional analysis reveals that progressive revenue recycling targeting middle- and low-income residents and outer boroughs is essential for public acceptability. Our findings suggest that the fuel tax revenue crisis provides both fiscal necessity and political justification for implementing this economically superior but historically difficult policy."
