Doña Ana County commissioners approved up to $10 million in industrial revenue bonds for the 5-megawatt Lower Rio Grande Solar Project in Vado, a community solar farm set to power about 1,000 households in southern New Mexico and offer bill discounts through El Paso Electric’s community solar program.
