Core goal: short packets produced by #censorship #circumvention or covert channel tools are often difficult or even impossible to compress, leaving traces that can be analyzed by adversaries. We change that and can compress very short packets! #infosec #cybersecurity

The technical aspect of NeTV2 is way above my paygrade but IIRC it is quite clever and involves bypassing HDCP encryption without breaking it.
