Had this issue with #blender today, and luckily found the fix (thanks to PCRick Tech on YouTube). Objects weren't scaling and rotating in new scenes all of the sudden.

For anyone that has this random issue, here's the "only locations" check box that is messing you up. Maybe I randomly selected the box? Never knew about it before this.
