On Developing Voyager's Barge of the Dead:
Writer Ronald D. Moore originally developed the "Barge of the Dead" concept for what became DS9's "Soldiers of the Empire." The concept was eventually dropped for that episode due to complexity issues. The concept was brought back into play and retooled for Voyager after Moore joined the Voyager writing staff following the conclusion of DS9.
