Good news: there is only one Azure service impaired
Bad news: it's the network connection

Azure West Europe seems to be back online.
The fear is always that the system can’t get back online after an outage. In contrary to you would believe there is a higher load on a system that is down, because of retries. Retries both from humans and from other system parts, so even after the root problem is solved you might be overloading yourself with requests preventing the system to fully heal.
Thank god none of that was going on this time and our system is online again. #AzureDown
