The Australian public health system (aka "Medicare") does not currently have codes for (and hence pay for) gender transition surgery.
"Medical condition this application addresses
Gender incongruence is characterised by a marked and persistent difference between an individual´s experienced gender and the assigned sex, which often leads to a desire to ‘transition’, in order to live and be accepted as a person of the experienced gender."
There is an active proposal being considered to change that.

Odors, regardless of the level associated with disease, is definitely known to cause health problems, and definite can be a public health issue if caused by industrial or other large scale activities.
