այսպիսով, քուէարկողների ընդհանուր ցածր մասնակցութիւնը, եթէ որոշ կուսակցութեան կողմ քուէարկածների թիւը բարձր ա, նշանակում ա որ այդ կուսակցութիւըն շատ շանսեր ունի անցնելու։

հիմա մանդատների քանակը հաշւում են սէնց՝

իւրաքանչիւր ցուցակին կողմ քուէարկուած քուէաթերթիկների թիւը բազմապատկւում է ընտրական ցուցակներին հասանելիք մանդատների թուով, արդիւնքը բաժանւում է մանդատների բաշխմանը մասնակցող ընտրական ցուցակներին կողմ քուէարկուած քուէաթերթիկների ընդհանուր թուի վրայ, եւ առանձնացւում են ամբողջ թուերը, որոնք իւրաքանչիւր ընտրական ցուցակին հասանելիք մանդատների թուերն են։

այսքանը 121-122 էջերում ա։

դա նոյնպէս այն մասին ա որ ուժը կարող ա ստանալ բաւական շատ տեղեր նոյնիսկ եթէ երկրի փոքրամասնութիւնն ա գնացել քուէարկութեան։

ապա հաշւում են, արդեօք տեղերի մեծամասնուիւնը ինչ֊որ մէկին հասել ա (բայց այդ տեղերի մեծամասնութիւնը չի նշանակում որ ընտրելու իրաւունք ունեցող քաղաքացիների մեծ մասը իրենց ձայն ա տուել), ու եթէ չի հասել, լինում ա երկրորդ փուլ, իսկ եթէ հասել ա, բայց բաւական շատ չի, իրենց ապահովւում ա աւելի շատ տեղ որ լինեն «կայուն» մեծամասնութիւն։
