Can you say which region you’re writing from? I do think there’s significant differences in the “quality” of “cophood”, depending where you live. A lot depends on whether the controlling government is up their asses for delivering quality and also the policies onto whom that quality is to be delivered (like class, gender presentation and ethnicity, as you mentioned). Then the laws in force really matter too in what they are potentially willing to do to help, if they care.

On the fundamental level this whole system, of course, assumes coercion and hence control: An intact power structure from the people to the government to the #police acting for the people must permamently be upheld. Any broken links will lead to less than ideal outcomes for those not adequately represented and are unlikely to be preventable even in the best of state systems.
