I don't know if it's striped, but the sunshine in this song is "heavenly" (I imagine God rays coming down from the clouds, like in paintings).
And, to be very loose and metaphorical, maybe the backup vocal harmonies and the call & response and the short horn bursts all "stripe" the melody.
This song just never stops moving -- and it lifts off towards heaven around 3:21.

Okay, the song itself is mostly about rain, but it's a cheerful song about the rain making him cheer up, and the sound of the song itself is pretty bright and sunny, so I'm gonna stand by it. Plus it's a cute video that features a cameo from a giant ear sculpture...is this the same one that showed up in the Stranglers' "No Mercy", or in Tom Petty's "Make It Better (Forget About Me)"? Run on giant ear videos around that time...
