I saw this drawing on the streets and it reminded me of some anime character. I know that's not an anime character, but a Mexican artists, but it still reminds of an anime character.

That being said, I just remember a quiet girl saying something like "hashida hashida!" but AniDB nor MyAnimeList have any girl with this name. I have the slight impression it could be one of the Sayonara, Zetsubou-Sensei girls, but I also have the strong impression it's a girl from a CGDCT anime.
