The Prime Minister of the Islamic Emirate, Mullah Mohammad Hassan Akhund, has ordered all government institutions to allow people to build houses.
According to this decree, individuals who have a legal receipt, tax stamp, customary deed, or confirmation from an Imam can build houses throughout the country, including Kabul.
The decree instructs security forces to ensure that no obstacles are created in this regard. Municipalities and land administration offices should specify maps of prohibited areas within one month.
The purpose of this decision is to resolve shelter problems for the people, especially newly returned refugees.
