China's GDP per capita is roughly one-sixth of America's. One-third when adjusted for purchasing power. Given a gap that large, surely China must have far more people living in poverty.
The World Bank (WB) says the opposite is true.
📊 Numbers that break the intuition
China eradicated extreme poverty by 2019, according to WB data. The US currently has an extreme poverty rate of around 1%. Extreme poverty here means living on less than $3 per day, adjusted for cost of living differences.
That 1% represents over 3 million Americans. In 1990, China had 943 million people below that same line. By 2019, that number was zero.
On the World Bank's own benchmark, more Americans live in extreme poverty than Chinese. Not just as a share of the population. In absolute numbers.
🔍 Measurement problem
The usual objection is that the two countries measure poverty differently. The WB's China numbers are based on consumption (what households spend). The US numbers are based on income (what households earn).
This is a fair point, but only to a degree. There are strong counterarguments suggesting US poverty figures are understated, not overstated.
The US poverty threshold was originally derived from the cost of food, then multiplied to cover everything else. It was never built around a basket that includes basic needs like healthcare, higher education, or transport.
Precisely the things that are ruinously expensive in a country with privatised medicine, costly universities, and thin public transit.
🤔 Where the US poverty line lies?
▪Geography. A family in Manhattan faces housing costs many times those in rural Mississippi, yet the poverty line is nearly identical.
▪Financial fragility. A household can post decent income while carrying heavy debt. The share of Americans who could not cover a $400 emergency expense is consistently larger than the poverty rate.
▪Material hardship surveys routinely turn up more deprivation than the official headcount.
The official US poverty line for a family of four is $32,000 a year. By this measure, ~11% of Americans live in poverty. The Census Bureau's Supplemental Poverty Measure (factors in real expenses) raises that to 13%.
The poorest 10% of Americans now claim just 1.8% of national income. That is comparable to Bolivia.
🏗 Infrastructure gap
China invested into roads, railways, electrification, clean water, and rural clinics as a part of poverty eradication. It developed in-kind provision, cooperative medical insurance & free schooling, adding more value that income lines don't count.
The US has more people at the bottom of the economic distribution. The reason is simple. China meets the basic needs of its poorest citizens. The US does not.
😞 This may appear to be an economic failure, but it is a deliberate political choice.
