That wikipedia article doesn't have a copy of the film on it.
The movie is unambiguously in the public domain in the US and in Japan, but it's also somewhat obscure, so it hasn't been uploaded to Wikimedia commons, and it never got a proper US release so the existing english translations, Benshi narration, and scores are all under copyright in the US (and often also in Japan.)
At least that was the case until our came out.

The narration has been modernized a bit to make the film more approachable for modern western audiences, but the original inter-titles are left intact. The score is very modern, but in no way inappropriate for the film.
It would be entirely appropriate for this version of this film to be uploaded to wikimedia commons and linked from the film's infobox.
