The racist argument of population exchange is real, but not in the way it is normally addressed.

The Trump regime is deporting people in six-figure numbers, and it legitimizes this inhuman practice with humiliating racism against PoC. Trump himself, obiously clinging onto a white Aryan narcistic self-image, has no problem to use the Nazi ideology of "Blut und Boden" (blood and soil) while he adresses the Amerikkkaner "Volk".

So "remigration" is happening while we watch and ask ourselves when the stormtroopers of White Supremacy will force their entry into our house to deport us to some distant internment camp.

And the EU follows suit - they just sell it in a more technocratic fashion.
In the end they deport refugees, put them into arrest camps leaving them no other exit than to return to the countries they had serious reasons to flee from in the first place.
