That's really a shitty system.
Maybe it's #WhitePrivilegue but cops in Germany would only ticket someone a fine and write them a citation to have tech inspection confirm they fixed it if they really are pissed off .
Most will likely just tell the driver to get it fixed ASAP and not even bother writing a €15 ticket.
