How many institutions operate at this level of maturity? How many pay lip service to a politically correct "mission" (education, patient care, research) when they really pursue (and reward) something quite different (grant productivity and market share)? Small wonder, indeed, that many sense the futility of gathering data to support decisions that the institution has no will to undertake. Why put band-aids on cancer? Because it looks like you're trying, and hides the ugliness of disease.
