Perhaps someone can help me understand why the local #TVNews helicopters will circle an area for an hour or more when there's nothing actively unfolding below. e.g a traffic jam or kids camping for justice. They're not doing "live news" and there's nothing much to see. A still photo would do just as well. It doesn't take an hour to get B-roll, does it?

What's the business model for burning hours of flight time on this type of thing?
