The problem with most design levelling frameworks is that they are descriptive and not directive.

They provide an imperfect description of how someone on a level should behave, but that imperfection makes it very hard for someone find the way there - if they are not already on the way.

Bosses can guide, but that only improves the possibility of a promotion, doesn't guarantee it.
