Minimum acceptable sale price, visible to everyone, and legally binding — nothing short of that is workable in my opinion. Property price underquoting is a plague, and nothing on Earth will make Real Estate Agents honest. But, people on both sides of the exchange — selling and buying homes — are getting a raw deal, and it's wasting everyone's time.
