Is this a new scam by the likes of #UPS?

This was Amazon, they do handle duty/VAT paid shipments as normal. They are actually quite good at that.

So sender (Amazon or seller) will have paid UPS to ship "duty paid" to get to us.

Arguably, as recipient, we may have some legal obligation to pay VAT or duty, and dispute if sent pre-paid, etc.

But an "entry prep fee" is clearly a scam.

"Entry prep" is part of the process of shipping, which was paid by sender.

Recipient has zero contract!

Also: your UPS package may not arrive tomorrow. (Louisville, KY looks to be impacted). #UPS #SevereWx

UPS: Your package will be delivered later today.
Also UPS: Your name was not found on the building.
