Cina e Russia hanno posto il veto al Consiglio di sicurezza alla risoluzione sullo stretto di Hormuz, un testo che era stato annacquato rispetto alle richieste dei Paesi del Golfo di prevedere l’autorizzazione all’uso della forza e che comunque non ha ottenuto i voti necessari. A favore del testo hanno votato 11 Paesi, Cina e Russia hanno votato contro, mentre Colombia e Pakistan si sono astenuti.
Il testo iniziale proposto dal Bahrain avrebbe autorizzato i paesi a usare “tutti i mezzi necessari” – formulazione che includerebbe l’azione militare – per garantire il transito attraverso lo Stretto di Hormuz e scoraggiare i tentativi di chiuderlo. Dopo che Russia, Cina e Francia, tutti Paesi con diritto di veto nel Consiglio di Sicurezza, si erano espressi contro il riferimento all’uso della forza, la risoluzione era stata rivista per eliminare tutti i riferimenti ad azioni offensive, autorizzando solo “tutti i mezzi difensivi necessari”. Ma anche questo testo è stato respinto.
“Lo Stretto di Hormuz è di importanza troppo vitale per il mondo per essere usato come ostaggio, per essere soffocato, reso un’arma, da un qualsiasi Stato”, ha affermato il Rappresentante permanente degli Stati Uniti al Palazzo di Vetro di New York, Mike Waltz, dopo la decisione di Mosca e Pechino. “Da tempo sappiamo che questi Paesi sono capaci di atti di ostruzionismo”, ha aggiunto Waltz. Ma il voto “non impedisce agli Stati Uniti” di proseguire la loro campagna militare contro l’Iran. La richiesta del Bahrain, a cui si sono associati gli altri Paesi del Golfo, “non era irragionevole”. “Si trattava di una risoluzione semplice. Russia e Cina avrebbero potuto scegliere partner migliori. Avrebbero potuto stare dalla parte dei nostri alleati del Golfo, ma invece la Russia ha preferito essere un fornitore di equipaggiamenti militari critici dell’Iran. Il mondo sa ora con precisione chi alla stabilità preferisce l’ostruzionismo”.

China and Russia vetoed a UN Security Council resolution on the Strait of Hormuz, a text that had been watered down from the requests of the Gulf countries to include authorization for the use of force, but which still did not garner enough votes. Eleven countries voted in favor, China and Russia voted against, while Colombia and Pakistan abstained.

The initial text proposed by Bahrain would have authorized countries to use “all necessary means” – a formulation that would include military action – to ensure transit through the Strait of Hormuz and deter attempts to close it. After Russia, China, and France – all Security Council members with the power to veto – had expressed their opposition to the reference to the use of force, the resolution was revised to eliminate all references to offensive actions, authorizing only “all necessary defensive measures.” But even this text was rejected.

“The Strait of Hormuz is of too vital an importance to the world to be used as a hostage, to be suffocated, made a weapon, by any state,” said US Ambassador to the United Nations Mike Waltz, following the decision by Moscow and Beijing. “We have long known that these countries are capable of acts of obstruction,” Waltz added. But the vote “does not prevent the United States” from continuing its military campaign against Iran. The request from Bahrain, supported by other Gulf countries, “was not unreasonable.” “It was a simple resolution. Russia and China could have chosen better partners. They could have stood with our Gulf allies, but instead Russia preferred to be a supplier of critical Iranian military equipment. The world now knows exactly who prefers obstruction to stability.”
