Agi: Ue, raggiunto l'accordo commerciale e tariffario con gli Usa

AGI - Via libera dell'Unione europea all'attuazione dell'accordo commerciale e tariffario con gli Stati Uniti. Nel cuore della notte, i membri del Parlamento europeo e gli Stati membri hanno raggiunto un accordo provvisorio per attuare l'accordo di Turnberry, concluso la scorsa estate con gli Stati Uniti. Lo ha annunciato la presidenza cipriota dell'Ue.
"Il Consiglio e il Parlamento hanno raggiunto un accordo sull'attuazione delle disposizioni tariffarie della Dichiarazione congiunta Ue-Usa adottata il 21 agosto 2025", si legge in una nota della presidenza.
"Oggi, l'Unione europea mantiene i suoi impegni", ha dichiarato Michael Damianos, ministro dell'Energia, del Commercio e dell'Industria di Cipro, il cui Paese detiene la presidenza di turno dell'Ue, in un comunicato che annuncia il via libera. "Mantenere un partenariato transatlantico stabile, prevedibile ed equilibrato e' nell'interesse di entrambe le parti", ha sottolineato.
La pressione di Trump e l'accordo scozzese
Il si' dell'Ue è arrivato dopo mesi di pressione del presidente Donald Trump, che aveva minacciato di imporre nuove tariffe - in particolare dazi su auto e camion europei dal 15 al 25% - se il via libera non fosse arrivato entro il 4 luglio. Il blocco dei 27 paesi aveva stipulato un accordo con Washington lo scorso luglio, fissando dazi del 15% sulla maggior parte delle merci europee, ma con grande frustrazione di Trump non aveva ancora mantenuto la promessa di eliminare i dazi sulla maggior parte delle importazioni statunitensi in cambio.
L'accordo interno, faticosamente raggiunto, mette l'Unione europea sulla buona strada per rispettare la scadenza fissata da Trump per la ratifica dell'intesa siglata a Turnberry, in Scozia, con la presidente della Commissione europea Ursula von der Leyen. Sulla carta, il via libera dell'Ue dovrebbe consentire di voltare pagina, dopo oltre un anno di battaglie commerciali transatlantiche.

EU, trade and tariff agreement reached with the US

The European Union has given the green light to the implementation of the trade and tariff agreement with the United States. At the heart of the night, members of the European Parliament and the Member States reached a provisional agreement to implement the Turnberry agreement, concluded last summer with the United States. This was announced by the Cypriot presidency of the EU.

“The Council and Parliament have agreed on the implementation of the tariff provisions of the Joint EU-US Statement adopted on August 21, 2025,” reads a note from the presidency.

“Today, the European Union is upholding its commitments,” said Michael Damianos, Minister of Energy, Commerce and Industry of Cyprus, which currently holds the rotating presidency of the EU, in a statement announcing the green light. “Maintaining a stable, predictable and balanced transatlantic partnership is in the interest of both parties,” he emphasized.

The Trump pressure and the Scottish agreement

The EU’s yes came after months of pressure from President Donald Trump, who had threatened to impose new tariffs – particularly duties of 15 to 25 percent on European cars and trucks – if the green light did not arrive by July 4th. The 27 countries had agreed with Washington last July, setting duties of 15 percent on most European goods, but to Trump’s great frustration, he had not yet kept his promise of eliminating tariffs on most US imports in return.

The internal agreement, painstakingly reached, puts the European Union on track to meet the deadline set by Trump for the ratification of the agreement signed at Turnberry, in Scotland, with European Commission President Ursula von der Leyen. On paper, the EU’s green light should allow a new page to be turned, after more than a year of transatlantic trade battles.

L'Unità: Dazi al 10% ancora bocciati, la sentenza di una Corte federale Usa contro la Casa Bianca: ma Trump torna a minacciare l’Ue

L’ennesima sconfitta in tribunale per Donald Trump e la sua amministrazione, ma soprattutto per la strategia della Casa Bianca di utilizzare i dazi come arma di ricatto contro i presunti “alleati” di Washington.
Il collegio di giudici federali della Corte per il Commercio Internazionale ha stabilito che i dazi del 10 per cento imposti dal presidente Trump lo scorso febbraio contro tutti i Paesi sono illegittimi.
Si tratta dei dazi che la Casa Bianca introdusse a seguito dell’attesa sentenza della Corte Suprema, a maggioranza conservatrice, che bocciò come illegittimi i dazi imposti ad aprile 2025 da Trump a praticamente tutti i Paesi del globo, causando una crisi dei mercati e soprattutto spingendo molti governi ad avviare complicate trattative con Washington per abbassarli. A febbraio la Corte Suprema li aveva definiti illegittimi in quanto introdotti con una legge emergenziale e senza l’approvazione del Congresso.
In risposta alla sentenza, Trump aveva introdotti nuovi dazi del 10 per cento utilizzando come “base legale” per la manovra una legge diversa, che gli consentiva di approvare nuovi dazi fino al 24 luglio prima di un voto del Congresso.
Anche questi dazi sono stati però giudicati illegittimi a seguito di un ricorso presentato da due società: l’amministrazione Trump farà probabilmente ricorso e dunque anche questo caso potrebbe arrivare alla Corte Suprema.
Proprio nel pomeriggio di giovedì Trump aveva tenuto un colloquio telefonico con la presidente presidente della Commissione Europea Ursula von der Leyen, in cui il tycoon è tornato a minacciare l’introduzione di nuovi pesanti dazi doganali: “Ho atteso pazientemente che l’Ue adempisse ai suoi obblighi derivanti dallo storico accordo commerciale siglato a Turnberry, in Scozia, il più grande accordo commerciale di sempre! È stata fatta la promessa che l’Ue avrebbe rispettato la sua parte dell’accordo e, come previsto, avrebbe azzerato le tariffe doganali! Ho accettato di darle tempo fino al 250° anniversario del nostro Paese (il 4 luglio, ndr), altrimenti, purtroppo, le tariffe aumenterebbero vertiginosamente”, le parole di Trump.

Yet another court defeat for Donald Trump and his administration, but especially for the White House’s strategy of using tariffs as a blackmail weapon against Washington’s alleged “allies.”

The federal panel of judges at the International Trade Court ruled that the 10 percent tariffs imposed by President Trump last February on all countries are illegal.

These were the tariffs that the White House introduced following the expected ruling by the conservative-majority Supreme Court, which dismissed as illegal the tariffs imposed in April 2025 by Trump on practically all countries of the globe, causing a market crisis and, above all, pushing many governments to initiate complex negotiations with Washington to lower them. In February, the Supreme Court had declared them illegal because they were introduced through an emergency law and without the approval of Congress.

In response to the ruling, Trump introduced new 10 percent tariffs, using a different law to justify the maneuver, which allowed him to approve new tariffs up to July 24 before a vote by Congress.

These tariffs were also ruled illegal following a lawsuit filed by two companies: The Trump administration will likely appeal and therefore this case could also go to the Supreme Court.

Just on Thursday afternoon, Trump had held a telephone conversation with the President of the European Commission, Ursula von der Leyen, in which the tycoon returned to threatening the introduction of new heavy customs tariffs: “I have patiently waited for the EU to fulfill its obligations stemming from the historic trade agreement signed in Turnberry, Scotland, the largest trade agreement ever! The promise was made that the EU would fulfill its part of the agreement and, as expected, would eliminate tariffs! I agreed to give it until the 250th anniversary of our country (July 4th, ed.), otherwise, unfortunately, the tariffs would increase dramatically,” Trump said.
