Forcing 4.5M federal employees (military & civilian, combined) to subscribe to Xitter in order to receive critical (?) govt comms is 1 way to boost his tanking user numbers.

Proly the ONLY way.

Prob #1: No one knows what legal authority, if any, Musk has to direct employees of agencies he's not even part of.
