PORTLAND, Maine (WGME) -- "The #MaineCoalitionForPalestine held a rally on Thursday outside of the Cumberland County Courthouse ahead of the criminal court arraignment of pro-Palestinian protesters who were arrested in Portland in May.

"Twenty protesters, ages 22 through 87, were arrested in May for blocking Commercial Street.

"Ten of those protesters were arraigned on Thursday morning while the remaining 10 will be arraigned later this month.

"The Maine Coalition for Palestine says they were bringing attention to the #genocide in #Gaza.

"The protesters were charged with class E misdemeanors for obstructing a public way.

"One of the people taken away in handcuffs was #BobSchaible, who's in his 80s [87 to be exact].

"He says this was his first time being arrested and said he would do it all over again to inspire action to get humanitarian aid to Gaza.

" 'Congress has to take a stand. We want the Portland people, more of them, to know what is happening,' Schaible said.

"Maine Voices for Palestinian Rights Chair Abby Fuller helped organize the protest in May.

" 'We have written our congressional representatives, we've called them, we've held rallies in the streets, we've done all kinds of things -- everything we can think of. And our government has not changed its policy of support for Israel,' Fuller said.

"Fuller was also arrested and charged with obstructing a public way."

"Mario Guevara, the metro #AtlantaGA-based Spanish language reporter who built a mass audience with his coverage of immigration raids, was arrested at a protest in DeKalb County on Saturday.

"The DeKalb gathering was one of many across the metro area as thousands took to the streets to protest President Donald Trump’s administration and its immigration enforcement policies.

"Roughly two hours into the rally, police in #RiotGear arrived to prevent demonstrators from marching on the road.

" 'I’m here in Chamblee where the authorities are trying to hold back the protest which is turning a bit violent,' Guevara said in Spanish during a livestream, which has racked up over one million views on Facebook. He could be seen wearing a helmet and a vest that identified him as press.

" 'Don’t touch me,' Guevara later tells a police officer in the video as the feed cuts off.

"Later, amid glitches in the video, Guevara can be hearing saying, 'Officer, officer, I’m with the media.' Moments later, the video shows Guevara had been brought to the ground.

"Online police records show Guevara was booked into DeKalb County Jail at 4:49 p.m. with a charge of 'obstruction of law enforcement officers' and a charge of 'pedestrian walking on or along' a roadway.

"In a statement on its Facebook page, the firm of Diaz & Gaeta Law, which represents Guevara, said it was 'taking all measures to defend Mr. Guevara and protect freedom of speech as provided by the #FirstAmendment.'

“It has come to our understanding that the reporter Mario Guevara was arrested recently … for merely videotaping the protests today.”

"At least seven other people were arrested at the site of the DeKalb protest, county leaders confirmed Saturday evening."

"Maine State Police helped coral 15 goats that escaped from a trailer Saturday afternoon on Interstate 95 in Falmouth.

"The farm trailer had detached from a Toyota pickup truck and came to rest in the median, according to Shannon Moss, spokesperson for the Maine State Police.

"There were no significant injuries to the driver or goats, which disrupted traffic on both sides of the highway.

"Police responded to the detached trailer at approximately 12:41 p.m. Saturday, and the goats slowed northbound traffic for about 45 minutes, Moss said."

"Portland police officers arrested two protesters on Saturday following the 'No Kings' demonstration, a nationwide movement opposing the Trump administration.

"Similar protests were held across the country and in more than 30 communities around Maine, including Bangor, where hundreds of demonstrators gathered at the city’s waterfront. Portland’s demonstrations drew thousands of attendees, according to the Portland Press Herald.

"The Portland protests in Monument Square and Lincoln Park were relatively peaceful, according to the Portland Police Department.

"But following the rally, as police officers were directing traffic at the intersection of Congress and Franklin streets, a Portland woman who was ordered to get onto the sidewalk threw a water bottle that struck a police officer, according to Brad Nadeau, spokesperson for the Portland Police Department.

"Police arrested the woman, Jennie Joan Ferrare, 35, for assault and obstructing a public way.

"As officers were arresting the woman, Tyler J. McGrath of Falmouth 'blew an air horn directly at an officer from a close proximity, causing immediate pain in his ears,' Nadeau said. McGrath, 27, was charged with assault.

"Both were transported to Cumberland County Jail."

" 'If you block an intersection or a roadway in Brevard County, you are going to jail. If you flee arrest, you’re going to go to jail tired because we are going to run you down and put you in jail,' Brevard County Sheriff Wayne Ivey said.

" 'If you try to mob rule a car in Brevard County, gathering around it, refusing to let the driver leave in our county, you’re most likely going to get run over and dragged across the street.'

Your rights are strongest in “traditional public forums,” like parks, sidewalks and streets, according to the American Civil Liberties Union. While you generally have the freedom to express yourself on other public land, like plazas outside government buildings, it’s important that your actions don’t block access or interfere with the building’s intended function.

"On private property, the owner has the right to impose restrictions on speech. However, the government cannot limit your speech if you’re on your own property or have permission from the owner. It’s also important to remember that counter-protesters have the same rights to free expression, and police must treat both protesters and counter-protesters equally.

"Is it legal to take photos or video protests, police or government buildings? You are legally allowed to photograph anything in plain view, including government buildings and law enforcement officers, when you’re in a public area.

"On private property, however, the property owner may have their own rules about photography or video recording.

"What is an ‘illegal protest’? Protesting is a fundamental right protected by the First Amendment, but not every demonstration is automatically legal. According to the Freedom Forum, a nonpartisan foundation dedicated to preserving the First Amendment, the following actions can cross the line and turn a peaceful protest into one that could get you arrested:

- Violence or destruction of property – If a protest turns violent, involves #vandalism, or causes harm to people or property, it’s no longer protected under #FreeSpeech laws.

- Trespassing on private property – Protests are generally allowed in public spaces, like sidewalks and parks. But if demonstrators enter private property without permission, they could face trespassing charges.

- Blocking roads or public services – #Marching in the street without a permit or blocking traffic can make a protest illegal. Many cities require permits for demonstrations, especially those that could disrupt public order.

" 'It can’t be about the content of the speech, because content and viewpoint are protected by the #First =Amendment,' TCU media law professor and First Amendment expert Daxton “Chip” Stewart said. 'It has to be about something else. A protest that #BlocksTraffic, for example, or that arises to violence.' Texas laws about protesting

"According to the Texas Law Library, there are specific restrictions on where protests cannot take place.

"For example, it’s illegal to protest within 1,000 feet of a funeral service from three hours before to three hours after the event, as this could disrupt the service. Likewise, protests at #CriticalInfrastructure sites, like oil pipelines or #construction areas, are heavily regulated, with severe penalties for trespassing or disrupting these facilities.

"Additionally, blocking #highways, #sidewalks or any passageways that are accessible to the public — especially emergency routes—is prohibited, and doing so can lead to felony charges.

"#Protests that turn disorderly or disrupt lawful meetings also fall under legal restrictions. Finally, any actions that involve violence or #loud, disruptive noise are subject to criminal penalties.

"What are your rights if you protest on college campus? In 2019, Texas passed a law that made all common outdoor spaces on public university campuses 'traditional public forums.'

"This means that anyone — whether you’re a student, staff member, or just someone from the community — can express themselves, whether that’s through protests or other demonstrations, as long as it’s lawful and doesn’t seriously disrupt the university’s operations."

#HR2065: Harsh penalties for protesters who conceal their identity

Would make it a federal crime, subject to a lengthy prison sentence, to wear a #mask or other disguise while protesting in an "intimidating" or “oppressive” way. Under the “Unmasking Hamas Act,” anyone "in disguise, including while wearing a mask" who "injures, oppresses, threatens, or intimidates any person" exercising their constitutional rights could be sentenced to up to 15 years in prison as well as fined. The bill does not define “oppress,” nor does the bill specify what is meant by “disguise,” other than that it includes a “mask.” The bill’s substantive provisions are identical to the “Unmasking Antifa Act,” which lawmakers have introduced in several previous sessions. The bill would cover someone convicted of “any offense” under “any Federal or State law” that is “related to the individual’s conduct at and during the course of a protest” at a college or university. As such, a student convicted of even a nonviolent, state law misdemeanor at a campus protest, such as failing to disperse, would be deemed ineligible for federal student loans; they would also be ineligible for having existing federal loans forgiven, cancelled, waived or modified. #HR1057: Penalties for protesters on interstate #highways

Would create steep new penalties for protesters deemed to be “deliberately delaying traffic,” “standing or approaching a motor vehicle,” or “endangering the safe movement of a motor vehicle” on an interstate highway “with the intent to obstruct the free, convenient, and normal use of the interstate highway.” The new federal offense would be punishable by up to $10,000 and 15 years in prison—a far harsher penalty than is the case under many states' laws, which generally already criminalize walking or standing on the highway. The bill provides an exception for “any lawful activity” authorized by federal, state, or local law. However, it could still seemingly cover far more than “blocking” the interstate, including a peaceful protest on the shoulder of an interstate or a convoy-style, driving protest that slowed traffic. The sponsor of the bill made clear that it was in response to protesters. The same bill was introduced as HR 7349 in 2024.

"The protesters were blocking traffic on Commercial Street before police removed them from the area and opened the road back up to traffic.

" 'Free, free, free Palestine,' people chanted as a handcuffed protester was escorted away by police.

"But arrested protesters say it was their intention to be booked in jail Wednesday, and they say being taken away in handcuffs brings more attention to their cause.

" 'We have written our congressional representatives, we've called them, we've held rallies in the streets, we've done all kinds of things -- everything we can think of,' #MaineVoicesForPalestinianRights Chair #AbbyFuller said. 'And our government has not changed its policy of support for Israel.'

"Fuller helped organize Wednesday’s protest.

" 'Our intention yesterday was to disrupt business as usual,' Fuller said.

"Fuller and 19 others were arrested by Portland police Wednesday afternoon and brought to the Cumberland County Jail. All were charged with obstructing a public way after police gave multiple warnings that arrests were coming.

" 'If you refuse to move or leave you will be arrested, you may also be exposed to chemical agents,' police told protesters over a loudspeaker during Wednesday's protest.

"Fuller says protesters spent several hours in jail before they were released and says the group works with a pro bono lawyer who will represent them in court, for free."

"The demonstrators were part of a larger group that blocked a four-way intersection on Commercial Street for roughly an hour. #KristenSalvatore was among those arrested after refusing to leave the street despite several warnings from police.

" 'Well nothing else seems to be working. We have to draw attention to this issue. People are going about their lives as if nothing is happening, as if their taxes aren't paying to blow up children and destroy Gaza,' Salvatore said.

"Abby Fuller of the #MaineCoalitionForPalestine said the effort is intended '#DisruptBusinessAs Usual.'

" 'To make sure that powerful people who can make a difference and change policies know that we are not willing to let business go on as usual. And we plan on staying in the street as long as we can and up until arrest,' she said.

"On Thursday, more than a dozen #Mainers will go on a 40-day #HungerStrike. They hope it will keep attention on Gaza and lead to congressional action.

"This week, leaders from the U.K., France and Canada issued a joint statement calling on the Israeli government to end its military operations in Gaza."

NEW YORK (AP) — "As President Donald Trump pushes the historical boundaries of executive power, some of the Democratic Party’s core political institutions are preparing for the possibility that the federal government may soon launch criminal investigations against them.

"The Democrats’ dominant national fundraising platform, #ActBlue, and the party’s largest #protest group, #Indivisible, are working with their attorneys for just such a scenario, according to officials within both organizations. Trump’s top political allies have suggested both groups should face prosecution.

"Other Democratic allies are planning for Trump-backed legal crackdowns as well. Wary of antagonizing the Republican president, most prefer to stay anonymous for now.

" 'Every one of our clients is concerned about being arbitrarily targeted by the Trump administration. We are going to great lengths to help clients prepare for or defend themselves,' said Ezra Reese, political law chair at Elias Law Group, which represents Democratic groups and candidates and is chaired by Marc Elias, the lawyer who has himself been a Trump target.

"An FBI spokesperson declined to comment when asked about potential investigations into ActBlue and Indivisible. But White House press secretary Karoline Leavitt did not downplay the threat of a potential criminal probe when asked specifically whether Trump wants the FBI, the Treasury Department or any other federal agency to investigate Democratic groups."

Some of the Democratic Party’s core political groups are preparing for the possibility President Donald Trump’s allies may soon launch criminal investigations that could handicap Democratic infrastructure. The Democrats’ dominant national fundraising platform, ActBlue, and the party’s largest protest group, Indivisible, are engaged in contingency planning with attorneys for such a scenario. Other Democratic allies are also planning for Trump-backed legal crackdowns. But most prefer to stay anonymous for fear of antagonizing Trump. Not long ago, it would've been unthinkable for a president to use the power of the federal government to target political adversaries. But Trump and the loyalists in his Republican administration have made no secret of their plans to do just that.
