Senate Bill 16 would effectively set up a dual system of balloting in Texas – where those who have not provided proof of citizenship would only be able to vote in federal elections, not state elections. It would also enact criminal penalties for knowingly registering to vote if a noncitizen or knowingly registering a noncitizen to vote.
