There are ways to accommodate such practices.

"Target practice" can be restricted to licensed shooting ranges that provide ammunition for free as part of your paid membership, and all unspent ammunition is turned over before you leave.

DHS foiled a terrorist plot targeting #ElectionDay.

Note his plan to purchase "500 rounds of ammunition". I've LONG advocated for a #GunpowderTax raising the cost to around $100/bullet (not unreasonable to if it's to protect your family.)

"500 rounds" would have cost him $50,000... which unlikely would not have been able to afford, and would have raised red flags if he had. #TaxGunpowder #TaxCordite #ThinkOutsideTheBox
