況且2002年1月1日，台灣正式成為WTO會員國，150CC以上重型機車亦於同年7月1日開放進口，同時台灣政府附帶承諾150CC以上重型機車未來之騎乘限制，一般僅限於現有兩條南北向主要高速公路
