How the #US and #Israel exchange tactics in violence and control

Two decades of Israeli-US #police cooperation includes training in #RacialProfiling and #ViolentSuppression of #protests.

By Mersiha Gadzo
Published On 12 Jun 2020

"Following the killing of #GeorgeFloyd, as US riot police fired rubber-coated bullets, #TearGas canisters, #PepperSpray and #StunGrenades at #protesters, #Palestinians shared tips on social media on how to best deal with the assaults.

Many in the Palestinian territories are well experienced with such tactics by security forces while living under a decades-long occupation by Israeli forces in the occupied West Bank and besieged Gaza Strip.

According to the organisations #JewishVoiceForPeace (#JVP) and Researching the American-Israeli Alliance (#RAIA), one common theme shared between United States and Israel is the exchange of tactics and expertise in state violence, which has been ongoing for 18 years.

Months after the September 11 attacks, US law enforcement delegates attended their first official training expedition to Israel to exchange “best practices” in “counter-terrorism”.

Since then, thousands more from across the US – including agents from the FBI, CIA, and Immigration and Customs Enforcement (ICE) – have been schooled at these meetings in both Israel and the US, sponsored by far-right Israeli lobby organisations.

But instead of promoting effective security for communities, the programme facilitates an exchange of tactics used in police violence and control including mass surveillance, racial profiling and the suppression of protests and dissent, according to the JVP and RAIA’s 2018 report (PDF) titled Deadly Exchange, which details the extent of the cooperation.

Among the thousands of US law enforcement officers who have reportedly participated in the exchange over the years was Anoka County (North Minneapolis) Sherrif James Stuart, who travelled to Israel in December. "

Dangerous exchange: Israeli forces international training

January 31, 2024

"The Israeli regime has developed military and police international training and exchange programmes, exporting its killing skills worldwide and using its military occupation and repressive apartheid system as a selling point.

What countries are engaging in such programmes?

The Israeli military is selling its militarized and repressive model worldwide, promoting the illegal occupation as a standard.

Many countries have engaged in joint military and police forces training and exchanges.

The US military funding to Israel amounts to USD$3,8 billion per year.

In addition there are constant exchanges of practices in military technology and police tactics through training programmes that bring together US police, ICE, border patrol, and FBI with Israeli soldiers, police and border agents.

These programmes promote racial profiling, massive spying and surveillance, deportation and detention, and attacks on human rights defenders.

In 2023, for the first time, Israeli soldiers took part in the “African Lion”, the biggest military exercise event of the continent which took place in Morocco.

The two regimes normalized relations after the signing of the Abraham Accords in 2020. Morocco also bought different types of surveillance and attack drones from Israel, suspected to be used against occupied Western Sahara.

The Abraham Accords’ main outcome was to increase military and police cooperation between the Israeli regime and Gulf countries.

Since the signing, diplomatic, military and intelligence contacts and contracts have expanded fast between Israel, the UAE and Bahrain, bound together by “concern” over Iran’s activities.

In 2021, UAE and Bahrain navies held their first joint military exercise with Israeli warships, co-ordinated by the US Navy.

Indian police services officers have been trained in “counter-terror warfare” by the Israeli Police as part of a work agreement signed between the Israel Ministry of Public Security and the Indian Ministry of Home Affairs in 2014.

Indian police is infamous for its human rights violations especially in Kashmir, which include documented torture, rape, custodial killings and the detention extended periods without legal proceedings."

How to Respond to Donald Trump’s Threats

#CrimethInc, 2025-09-18

"In a post on Truth Social yesterday, Donald #Trump declared that he is designating '#Antifa' as 'a major terrorist organization.' What does that mean? How can we prepare to weather the storm? Everyone should read this guide.

"It’s always difficult to tell how seriously to take Trump’s performative declarations. He makes wild statements to see what plays to his audience, throwing things against the wall to see what sticks, and then doubles down wherever there is no pushback. But this time around, his administration has stuck very close to the classic fascist playbook, with one supporter going so far as to declare without any irony that the shooting of #CharlieKirk 'is the #AmericanReichstag fire.' The obvious next step in that playbook is to expand from targeting immigrants to go after #anarchists, #leftists, and other opponents of the #regime as well.

"Yes, Trump has previously declared that he would designate 'Antifa' a 'terrorist organization,' most famously at the outset of the #GeorgeFloydRevolt. But at that time, the rest of the federal government largely acted as a brake on his impulses — whereas today, the entire executive branch of the federal government is comprised of toadies and sycophants who are incapable of distinguishing their interests from his.

"Granted, there is no law authorizing the president to designate domestic terrorist organizations. But even without new legislation or an executive order, Trump has direct control over the Department of Justice, the Department of Homeland Security, the Federal Bureau of Investigations, and other federal agencies. What he says on social media is probably indicative of what he will direct his underlings to do.

"The fact that 'Antifa' is not an organization at all, but rather a nebulous category that could include virtually anyone who disapproves of Trump’s #autocratic agenda, is convenient for Trump.

"This means that, regardless of who you are or what you do, you, too, could become a target. That’s why everyone should review the following suggestions, whether or not you think they apply to you. Rather than spreading panic, preparing ourselves in concrete ways will enable us to approach this situation calmly and effectively.

"While no 'domestic terror organization' designation currently exists — and nor does any obvious mechanism to establish one — far-right prosecutors already have a track record of groundlessly pressing trumped-up terrorism charges as a means of terrorizing activists and supporters of social movements. Trump has explicitly called for the use of #racketeering charges to suppress his critics. #FarRight Republican senators are already sponsoring a bill that would add rioting to the list of offenses that the Justice Department can use as part of a probe under the Racketeer Influenced and Corrupt Organizations [#RICO] Act.

"There are obvious precedents for how this might go. Two years ago, a wide range of defendants in #AtlantaGA were randomly charged under the RICO act as part of the repression of the #StopCopCity movement. The cases have been endlessly delayed—and earlier this month, a judge dismissed most of the charges on a technicality.

Under Donald Trump, many federal agencies are disorganized and focused chiefly on managing perceptions. This precisely describes the authorities who brought the haphazard RICO charges in #Georgia two years ago. If the trajectory of the Stop Cop City RICO case offers any indication of how other RICO persecutions of accused activists might go, the chief threat may not be that the crackdown Trump is calling for will send people to prison, but rather that the charges will discourage and immobilize people, creating the conditions for the Trump administration to eventually supersede this form of repression with something worse.

"It remains to be seen how seriously the administration will carry out Trump’s threats, and whether they will start by attacking #grassroots groups or proceed from the top down, targeting massive liberal institutions and fundraising platforms. In either case, our long-term prospects will depend on whether we can enable large numbers of people to act in solidarity with each other, taking up the kind of grassroots direct action tactics that can be effective regardless of whether the people who control the state wish to listen.

"We all live in Atlanta now.

"Here are some steps you can take to protect yourself and your community, proceeding from the immediate to the general."

Nearly Two Years After Being Indicted on #Racketeering Charges in #Georgia, the First of 61 #StopCopCity Defendants is Set to Start Trial Today

FOR IMMEDIATE RELEASE: July 7, 2025 via #WeelauneeTheFree

Repeated Evidentiary Violations, Dismissals of Charges, and More Than 200 Unresolved Motions Have Plagued the State’s Efforts to #Criminalize a Political Movement

ATLANTA, GA – "Nearly two years after being indicted on State racketeering charges in Georgia, the first of 61 Stop #CopCity defendants charged with #RICO (Racketeer Influenced and Corrupt Organizations) will go to trial today, Monday, July 7 at 9 am in Fulton County Superior Court. A press conference will also be held today after the trial adjourns.

"#AylaKing filed for a speedy trial in October 2023, but their case has been held up on appeal while higher courts considered whether Georgia’s speedy trial statute had been violated and whether King’s rights had been denied. Multiple pretrial motions and the possibility of additional motions being filed this morning could delay the start of the trial, but according to Fulton County Judge Kevin Farmer, jury selection will begin today.

What: First of 61 Stop Cop City RICO trials for Ayla King and press conference
When: Monday, July 7, 2025: Trial at 9am; Press conference at 4pm or when trial adjourns
Where: Fulton County Superior Court, 185 Central Ave SW, Courtroom 4D

" 'Despite facing two decades in prison—nearly as long as they’ve been alive—Ayla King has bravely pushed for a speedy trial, and will now, after two years, finally see their day in court,' said local community member Evan Grace. Supporters of King argue that the charges are politically motivated. 'We know these charges are meant to bully us into silence, but the movement to Stop Cop City has always taken the courageous path, the one in righteous opposition to the #racist, #classist, violent system of #police and #prisons,' continued Grace. 'King, all the Stop Cop City defendants, and everyone coming out to show support during this trial will prove that the scare tactics they throw at us will never stop us from fighting back.' "

Defendants in Georgia ‘Cop City’ case say they are in limbo as trial delays continue

By R.J. RICO
Updated 12:26 AM EDT, May 12, 2025

ATLANTA (AP) — "Single mother Priscilla Grim lost her job. Aspiring writer Julia Dupuis frequently stares at the bedroom ceiling, numb. Geography and environmental studies researcher Hannah Kass is worried about her career prospects after she graduates from her Ph.D. program.

"The three are among 61 defendants accused by Republican Georgia Attorney General Chris Carr of participating in a yearslong racketeering conspiracy to halt the construction of a police and firefighter training facility just outside Atlanta that critics pejoratively call 'Cop City.'

"Their cases are at a standstill, 20 months after being indicted under Georgia’s Racketeer Influenced and Corrupt Organizations law, or RICO, which is likely the largest criminal racketeering case ever filed against protesters in U.S. history, experts say.

"Trial for five of the defendants was supposed to start last year but got bogged down in procedural issues. The judge overseeing the case then moved to another court. A new judge has set a status hearing for Wednesday.

"The delays have left people in limbo, facing charges carrying up to 20 years behind bars for what they maintain was #LegitimateProtest, not #DomesticTerrorism. The case also has suppressed a movement that brought together hundreds of #activists to protect a wooded patch of land that ultimately was razed for the recently completed $118 million, 85-acre (34-hectare) project.

"Officials say the project is sorely needed to replace outdated facilities and boost officers’ morale. Opponents say it will be a training ground for a #MilitarizedPolice force and its construction has worsened #environmental damage in a poor, majority-Black area.

"Protests escalated after the fatal 2023 shooting of Manuel Esteban Paez Terán, known as #Tortuguita, who was camping near the site when authorities launched a clearing operation. Officials said they killed Tortuguita, 26, after the activist shot and wounded a trooper from inside a tent.

"A family-commissioned autopsy concluded Tortuguita was killed with their hands in the air, but a prosecutor found the officers’ use of force was 'objectively reasonable.' "

‘Stop Cop City’ activists' lives in limbo as unprecedented Georgia racketeering case unfolds

It has been more than a year and a half since authorities in Georgia indicted 61 activists on racketeering charges in connection with protests against an Atlanta-area police training facility that critics derisively call “Cop City.” Experts say it's likely the largest criminal racketeering case ever filed against protesters in U.S. history. But the case has hit numerous delays and the defendants say they have been left in limbo, facing serious charges for what they maintain was legitimate protest, not domestic terrorism. Three activists have told The Associated Press that the charges wreaked havoc on their personal lives but they are determined to fight the case in court.

Learning from the Movement to #DefendTheForest

#CrimethInc, 2025-03-14

"The movement to #StopCopCity and defend #WeelauneeForest was one of the most important social struggles of the Biden era. Its trajectory tells us a lot about the challenges we confront today under Donald Trump. In the final chapter of our chronology, we trace the movement’s concluding phase, beginning in 2023 and ending with Trump’s arrival in power, and explore what we can learn from it."

A Call for Gatherings the Weekend Before Trump Takes Office

2024-12-03, #CrimeThinc

"The chaos that will accompany the return of the Trump administration represents an opportunity as well as a challenge. This is a chance to assert an autonomous pole of organizing, carrying forward the lessons of 2020 and the movement against Cop City while continuing the fight against patriarchal violence, white supremacy, and colonialism.

"By organizing ahead of Trump’s inauguration, we can seize the initiative and set our own timeline rather than being caught flat-footed and forced to react. We need to welcome new participants into these struggles and foster a revolutionary perspective that can orient us through the challenges ahead. No amount of internet activity could substitute for gathering face to face. The most important battles ahead will not be fought online, but in the streets of our communities.

"January 18 is observed as the Day of the Forest Defender. It will be the two-year anniversary of the murder of Tortuguita in Weelaunee Forest. It is an important date to gather, honor the memory of the fallen, and pledge ourselves to resistance and to one another."
